New HR function for MET from Steria

Steria have announced a new contract with the Metropolitan Police Service’s (MPS) to transform their human resources (HR) function.

The MPS expects to generate significant efficiencies to released additional funds for front line policing. Furthermore, the new system will, with the help of the MPS, improve the level of quality and consistency, meaning the strategic aims of the organisation will be reached.

The programme, which goes live in Autumn 2009, will ensure the provision of a more efficient and effective HR service to the MPS’s 55,000 employees. Steria’s implementation team will begin working on-site this month to begin the next phase of the Transforming HR programme and will also provide ongoing support for the technology implementation for two years after the service has gone live.

The Shared Service and business partnering model that underpins the new HR provision will comprise of:

• A 24/7 Advisory Centre: Main Contact point for employees, managers and external contacts to receive HR service.
• An Expert Centre: Skilled groups to run the administration and respond to queries from the Advisory Centre.
• Business Partners: Supports the MPS strategic HR and organisational objectives.
• Strategic HR Advisors: To support Business Partners working closely with line managers advising them on policy interpretation and delivering solutions and therefore enabling objectives to be completed.
• A Strategic Centre: This will design and implement HR programmes, processes and policies.
• Operational Support Team: Relates to performance issues, absence management, and recruitment interviews.

Martin Tiplady, HR Director, Metropolitan Police Service, said, “Finding a strategic partner that understood the unique needs of our service, from the organisational structure to our culture, was vital. Steria gives us the best possible HR service for our employees.”

Paul Sellick, Director of Public Authorities Group, Seria, added: “The MPS is probably the most famous police service in the world and we will collaborate closely with the MPS to drive forward the procedural changes that will revolutionise the MPS HR function.”
